Child Death Overview Panel
To review all childhood deaths which occur within London Borough of Newham. This review will vary in depth dependant on the type on any issues identified at the time of death.
Newham CDOP joined with Tower Hamlets, Waltham Forest and City & Hackney in 2019 to form a larger CDOP (previously known as WELC).
Report a child’s death
If you’re a parent, you will need to register your child’s death with the Register in Newham.
If you’re aware of the death in a professional capacity, such as a paramedic, doctor, police officer, GP, health visitor, midwife or social worker, you will need to report a child’s death to CDOP online.

By law, we have to review the death of every child under 18. The team who does this is called the Child Death Overview Panel (CDOP).
The CDOP is made up of people from public health, local health services, social care services and the police. Other organisations may be invited to give specialist advice.
The panel uses information about each child’s death to consider whether it can make recommendations to
- prevent similar deaths
- improve services for children and families
The purpose of the CDOP is to collect and analyse every child death in Newham with a view to identify:
- any case giving rise to a SCPR
- any matters of concern affecting the safety and welfare of children in Newham
- any wider public health or safety concerns arising from a particular death or from a pattern of deaths in Newham
The outcomes of the Child Death Review are:
- improved understanding of patterns of childhood death
- improved identification of factors that may prevent childhood deaths
- improved identification of actions that might be taken to prevent childhood deaths
- improved inter-agency working to prevent childhood deaths
The child death overview panel (CDOP) will be responsible for preparing an annual report for all partners across Newham, Tower Hamlets, Waltham Forest and City & Hackney.
